Perhaps you could still get Zuko in an apron! I do so love Ba Sing Se. You could also theoretically have an angstful moment when it finally hits Zuko that he has arrived in Ba Sing Se - gotten beyond the wall that his uncle tried so hard to get through... the city that claimed his cousin's life.
