Remember how I said that given class sizes, depending how many Wizarding schools there are in Britain (we know there's a performing arts one, and possibly a few other specialty schools, but such schools are usually have fewer total students than the numbers of students in non specialty schools in any given system, and Malfoy implies when he talks about his dad wanting to send him to Durmstrang, instead of Dumbledore's Hogwarts, but my mom didn't want me so far away that Hogwarts is the only general Wizarding school in Britain (which is also implied by the Triwizard tournament schools, come to think of it) and if those are the only general schools in their parts of Europe, that means the Wizarding population in the UK is at most around ten thousand, more likely two to five thousand, and it is similarly small throughout Europe. All of the Herbology we see involves the growth of non food item magical plants. We know Hagrid grows some produce, (pumpkins and chickens on a small scale) and the wealthy purebloods could be growing more food on their estates, but then they would have been controlling the food supply, and I can't see that not being important in the war.
Also, it doesn't explain why it seems like most of the small population works in the Ministry.
