In Fenric at least, most people need to focus their faith (be it in Christ or Communism) into a token of some sort. Even a faithful person without the token will be overwhelmed. The New Soviet Man uses, I believe, a red star lapel pin. The Doctor has a nice subversion of that, though -- he terrifies a mob of vampire simply by closing his eyes and reciting the names of his past companions. Faith in people ends up trumping faith in abstract ideas.
