I'm not sure about the GED or ACTs, but I studied my ass off for the A and O levels, while I breezed through the SATs and GRE. >.> Very different sort of approaches demanded by the GCEs in the UK system compared to the American system. Seeing that Hermione actually needs to study for her NEWTs and she most certainly didn't attend classes for high school in the UK, she'd need some time to study for it. (Because it's seriously not possible to do the GCE Os or As without studying. Each subject is 2 hours long, and there are about 9 subjects or so for O levels, which you take at 16, and then at 18 you take about 5 subjects, which have about three papers each, and each paper is 2-3 hours long). But I agree that Hermione would manage the GCEs pretty well by herself if necessary.
