I think you're right on the 'trust with a baby' thing. While I'm a Snape fan all the way, he does seem about one fruit short of a basket at times. Plus, I get the feeling rereading the books that Dumbledore was deliberately sabotaging Severus' and Harry's relationship. Probably he thought if Snape began to care for Harry as himself rather than as a legacy of Lily, he'd put a stop to the plans to throw the kid at Voldemort.
Canon's never been quite clear on how Volemort managed to settle on Harry rather than, say, the 45 year old man (born a little more than two months premature to the woman that three times refused to give Tom Riddle extra fudge sauce on his icecream) who was on his way back home from France at the time of the prophecy. :)
