He has a wicked temper and a deep hatred of James Potter... Not ideal qualities in the person to raise James' lookalike son. I don't think Dumbledore needed to do much sabotaging (Harry and Snape did that happily enough on their own), but I do think he didn't feel any need to convince the two that they had things in common and should try to get along. Snape has a tendency to say screw ideals, I'll protect the people I like from anything. He abandons the Death Eaters for that reason, after all.
The prophesy says "born as the seventh month dies" therefore, the kid has yet to be born when the prophesy is spoken. Mind, that image is fantastic! I can just see Tom Riddle as a pimply thirteen year old at an ice cream parlor in Diagon Alley unable to get that one extra dollop of chocolate.
