As I said, I don't think Dumbledore wanted the two to build any sort of relationship, but I don't think he sabotaged as much as maintained status quo. Mind, having Snape teach harry Occlumency might qualify as out and out sabotage...

I think Dumbledore probably interviewed Trelawney during July 1980 itself, which would explain Voldemort's willingness to look for a baby, and and also Trelawney's hiring date.
