As I said, I don't think Dumbledore wanted the two to build any sort of relationship, but I don't think he sabotaged as much as maintained status quo. Mind, having Snape teach harry Occlumency might qualify as out and out sabotage...
"Born as the seventh month dies" instead of "born as the seventh month died" is an indication of present and soon to be future sense. I think Dumbledore probably interviewed Trelawney during July 1980 itself, which would explain Voldemort's willingness to look for a baby, and and also Trelawney's hiring date.
