In canon, she's rearrested after she does her creepy puppet thing, and we don't know one way or the other if Zuko ever heard of that creepy puppet lady. So in this, he released her at the end of the war in the ensuing chaos, thinking she was just another Water Tribe prisoner, and she went back to the Southern Water Tribe with the rest, forgetting that Katara and Sokka would be waiting for her.
