Yes. Mozzie's made terrible decision after terrible decision, but never maliciously. He really wants what's best for Neal, it's just that he has a very firm (and incorrect) idea of what that is. Peter's the same way, certain that he knows what Neal really needs. I feel sorry for all of them. I think they're all trying to do the right thing, whatever their conception of the "right thing" is.
