imagine the idea of Pakku as his teacher and mentor! like an obligation because of his friendship with Iroh.

What would he teach Zuko, though? People skills? I suppose not. Maybe Arnook calls for a volunteer to take the Fire Nation kid in because they can't keep a thirteen-year-old in a cell forever, and Pakku steps forward out of obligation to Iroh, and Zuko gets moved into Pakku's spare bedroom.
