I think Ozai could make it clear to her that he's only manipulating poor pathetic, regretably powerful Zuko, though. And also convince her of the benifits of having the avatar at her side when she becomes Firelord. This is part of my problem with lack of plot. I have problems reconciling Ozai wanting to get Zuko back with Zuko actually wandering the earth. If I ever figure it out...
